everyone should have the right to reproduce if they want. the only reproduction restrictions that I see well is a limit to kids if populations start to get out of control.

I'm mixed about the topic...

forget this is a hard one.

It would be bad if they reproduced, as there will be another seriously disabled child and there would be nothing we could do about it. Maybe the family with the disabled parent/s would be encouraged to have safe love and would be given support for it, and if they are deemed as a fit parent then they could go for an adoption or ivf or sperm bank, just something that would stop their kid being forgeted over.

If every ethical/moral dilemma had to be rooted entirely in reality they'd all be very boring.

There's no need for banning. Let them have their fun. The only thing the government has to do is to spay and castrate.

Uh, no. First of all just because of bodily autonomy. You can't force someone to not have love. How will you even enforce it? On that same note, you can't force someone to get an abortion or a vasectomy or have their tubes tied. Those are even bigger violations of someone's bodily autonomy.
Secondly, it sets a bad precedent for how much the government is allowed to do.
And third, it's just morally wrong, plain and simple. Someone with Down's syndrome, for example, isn't guaranteed to have a hard life at all. A lot of the time, the worst thing they'll have to deal with is being made fun of by other people. Don't even try to tell me that's a reason to prevent them from existing, because that's not their fault or their parent's, it's only the fault of the people doing it.
