Oh boy this one is a lot more difficult than Hotline Miami 1, the story is also still a little confusing.

there's some actor dude. he's filming a spooky movie!!! whoops, they filmed with real bullets by mistake. he dies.
there's a corrupt detective. he kills a whole bunch of bad and semi-bad guys! they die.
oh no, corrupt detective gets caught! wait, does he? he's dead!!! no he isn't?!?!! oh well i don't know if he was corrupt anyway.
there's a writer dude! he gathers info for his Big Book. he does that. but then his wife calls him. and he does that too.
there's a snaky kinda dude. he kills a lot of people! and then he dies.
there's a russian mobster! his girlfriend leaves him, with a lot of cash. and then he dies.
there's a bunch of vigilantes!!!! they kill some bad guys. they save a girl! but they don't save her. then they all get killed. just like that. they just. do.
there's a russian mob boss! he kills a whole bunch of columbians. they all die. then he does drugs and kills his entire crew. don't do drugs kids.
there's is WAS some army dudes in hawaii! they kill a whole bunch of russians. then one of them gets nuked.
ha PSYCHE the presidents get assassinated. like, both of them. they die. uhhh,, NUKES! EVERYTHING IS NUKED. loving NUKES MAN. BAM. BOOM. POW.

I'd say that the message they were trying to portray was , to put it a bit bluntly, it doesn't matter how good or bad you are or how special you are because when it comes time people with more power have the capacity to change your fate but that's pushing it a bit too much and even then gee wilikurs what an odd message

i imagine they were trying to go for an open message with such a closed ending but the way it's done isn't exactly the sharpest cookie in the jar of brown townogies
