no we have a small military

no because while it's true that while on the offensive you arent dragging either coalition into war, you're still representing the coalitions and damaging relations between your allies and your enemy

plus there comes the time when one coalition supplies the side opposite of who the other coalition is supporting.

vietnam's navy, even in non-alt history 2015, doesn't have anything bigger than corvettes, frigates, and cruisers

and it takes time and money to build bigger, especially when you're talking aircraft carriers
the USS gerard, for example, costs 13 billion

vietnam's GDP per capita was around 600-1,000 USD in 2007-2008
i dont think youve posted anything about strengthening your income, let alone building battleships and/or aircraft carriers
