Sweden approves the start of production for synthetic fuel plants along with large underground farms after commissioning several advanced nuclear fission plants built on formerly decommissioned nuclear sites. SSTOs aren't a thing in 2015 let alone SSTOs with a C-17's payload capacity. quoting wikipedia:
