look at the map
north korea is taking chunks out of oregon and i'm pretty sure they'd rather be governed by russia - who is allowing them to keep their government - than a communist dictatorial police state

the big catch that will actually effect utah is that afghan companies and utah companies can travel to afghan/utah accordingly should they see business as a possible prospect there
