The Elmic forces, in trying to surround the city, find a significant number of traps on the other side—not enough to stagnate the advance, but enough to slow them down and take out a hundred or so unfortunate enough to find the traps in a rather unsavory manner.

Burellis finishes its rail lines in Central, Eastern Burellis, Naxore, and Einstadt.  The main rail lines in Wicherton are currently at 70%.  Post offices and train stations open up near railways for the fastest traffic.  The functional Wichertian lines run from Kirk to Varon and Kirk to Balke.  The railway from Balke to Varon is opening soon.

These railways have the result of speeding up shipping of agricultural products to ports, and finished products back.



With the marriage of Grand Duchess Ormanda and Sir Herche coming in only two months, Provisional Governor William Lansam, chosen from the local pro-Burellian party and also an influential provincial senator and speaker, to lead the Wicherton Territory while the couple is away for their wedding and honeymoon.  Lansam happily accepts the position and begins acting as a shadow for the Viceroy.  In an opening speech, he greets the crowd and is invariably well-received.  He notes that although the time he has to lead are short, he hopes to make the best of it, and hopes to build Wicherton into a strong and developed land.

If all goes well, the viceroy plans to request that Lansam be the permanent under-governor.

Admiral Beringer shall take over the lead naval operations while Fleet Admiral Ormanda is away.



As Tsar Batista takes one of his routine carriage rides through the gardens of the High Elmic Palace, a crude rocket is shot from a nearby tall building at the carriage.  The rocket flies into the side of the carriage, shattering a window, causing glass to fly in towards the sole passenger.  Panicked military officers and attendants pull the stunned and bleeding Batista from the carriage and carry him under heavy guard to the infirmary.  The building where the rocket came from is promptly stormed and a Vlastcovite spy is caught and promptly detained and booked for harsh questioning.

Batista was injured by shrapnel, not enough to seriously injure him, but just to give him many wounds on the skin alone.  These are bound quickly, and the blood loss was found to be not remotely close to threatening.  However, when the tsar wakes up, he discovers that he has gone deaf.  After a day, he is still deaf, but able to walk about with crutches.  The palace is on high security.

The revolution group sees the wedding as a chance for an assassination. An assassin is stationed near the location of the marriage.

The palace's main gate is closed, and anything going in or out of the castle is thoroughly checked. All civilians in the castle unnecessary for the castle's function are removed from the premise. The Tsar himself hand picks several elites from across the UEK and Kyrev to guard him. Until then, he becomes reclusive inside of the castle, only communicating with the outside world via messengers.

Burellian economic observers recognize that resources in the arms manufacturing industry have been absorbed, but with falsely reported output.  Those found responsible for illegally distributing weapons are detained and promptly interrogated, revealing several bases of operation of the resistance movement.  Within a few days, military forces are dispatched to these locations and under the approval of Viceroy Hersche, issue light martial law in these local areas.  The areas are contained, and anyone leaving or entering will be required to be questioned by the Marshal Law Authority.  Heavy patrols of the surroundings of the areas commences so that no one can sneak away through the jungles or plantations.

Thorough investigations begin to take place.

5,500 of the Central infantry and 1,000 cavalry are sent from the Fatherland to reinforce the situation.  30 of the Royal Guard and 40 sharpshooters are also dispatched to personally guard the viceroy, more particularly when he is in transit.

The royals' agents, hailing from Eisser, are sent to assess the amount of control that Burellis actually has on the situation, and if they find the current situation unfavorable, will demote the territory to a Tertiary Territory.

After six weeks, the tsar is still deaf, and doctors fear that this will be permanent.  Doctors also find that a piece of shrapnel was imbedded in the tsar's knee deeper than previously thought.  The shard has not caused any infection, but has made walking difficult and mildly painful.  The doctors insist that the tsar avoid walking in order to avoid further injuries.



With the wedding only a week away, the emperor issues 30 of the Royal Guard and 50 sharpshooters to personally guard the viceroy, more particularly in transit.  Arrangements are made to ensure that the staff for the wedding and reception are trustworthy Burellian servants to the emperor.  This also extends to the staff on the honeymoon to Telar.  Those invited to the wedding are to be those invited by the emperor, bride and groom.  The ship to deliver them is to be one of his majesty's ships, staffed with trusted royal staff.

The group puts up new propaganda, this time showing the Burrelian empire as a warmongering, savage nation. This wins a lot of pro-Burrellian citizens over.

All of the mobile bunkers are repaired and returned to front line service. UEK forces push in from all sides, slowly. Taczowa sharpshooter incursions are more frequent. Artillery bombardment is constant. von Gneisenau demands the Vlastcovite army surrenders unconditionally, under the promise they will receive fair treatment.

Whether or not the civilians agree or not, the terrorists are causing trouble, both to Burellian citizens and Wichertian citizens.  Even though the railways were not finished and thus the action is void, the intention of the terrorists is clear.  They indiscriminately attempted to bomb a train that would be carrying mostly Wichertian passengers, or products from Wichertian industry that would ruin any terrorist relations with any domestic business owners.  The same terrorists then, as you expressed, "committed crimes," and "attacked targets," neither of which specified whether the targets were Burellian figures or Wichertian ones—leading me to believe that you attacked both indiscriminately.  Shops close to the capitol building in Kirk were bombed by the hands of the terrorists.  The well-being of ordinary citizens of any run of life were harmed and even killed by the hands of the terrorists.  Are you telling me that there are people who are supportive of a group that calls themselves a rightious liberating force of patriots and then has the intent, and carries out these intents to indiscriminately harm and murder those what they are trying to liberate?

As I have stated before, the empire is now providing protection, and has connected local businesses to a reputable and wealthy international trading circle, making the once small local economy into an international market.  With the climate, many kinds of unique produce are able to grow there and nowhere else.  With the geographic location of the territory, the nation becomes a key trading point as DIMA traders make their way to and from the furthest reaches of DIMA.  Business in Wicherton would be booming.  The economy would be improving, and the standard of living for many would increase as a result.  Wicherton is now safe from foreign attack, as the previous government would have done poorly to defend itself.  A simple band of pirates could have done you in.

Furthermore, Burellis twice gave Wicherton the chance to become a puppet state and enjoy almost all of the domestic rights that Wichertians already had, just under Burellian guidance.  Wicherton's government refused, and sent its punitive military out to be slaughtered.  I don't even see how Wichertians wouldn't be angry at the administration ante bellum.  However, to appease locals, memorials were put up to honor those who still fought valiantly for their country.  Certain politicians from Wicherton trusted by both the people and by the empire were even asked to aid in the Burellian rule to ensure that Wichertian citizens were not alienated by the new regime.  Despite the resistance that Wicherton showed towards Burellis, the region was still granted the status of a "Second Territory."  According to the formal definition of a Second Territory...

Territory that is annexed and finds a level of favor though peaceful or neutral relations to the empire.  Citizens have the right to vote for representatives within their territory, but cannot vote in the general election.  Citizens have all basic rights granted to them, however, a few industries may be under observation by the provisional government.

I'm not saying that there wouldn't be any animosity amongst some citizens who see Burellis as an imperialist oppressor, but so far, Burellis has done far more good than harm, and it is likely that Wichertians, even if discontented, wouldn't go so far as to put up an armed rebellion.  Ironically, the terrorists, as you portray them, are turning out to be the real enemies of the safety and well-being of the people you represent.

The leader of the force stationed there surrenders, however, as he is taken into custody, he tells von Gneisenau that each of the city-states have split up their power, and that he does not have the ability nor the authority to declare surrender on behalf of the other Vlastcovite city states.
