Whether or not the civilians agree or not, the terrorists are causing trouble, both to Burellian citizens and Wichertian citizens. Even though the railways were not finished and thus the action is void, the intention of the terrorists is clear. They indiscriminately attempted to bomb a train that would be carrying mostly Wichertian passengers, or products from Wichertian industry that would ruin any terrorist relations with any domestic business owners. The same terrorists then, as you expressed, "committed crimes," and "attacked targets," neither of which specified whether the targets were Burellian figures or Wichertian ones—leading me to believe that you attacked both indiscriminately. Shops close to the capitol building in Kirk were bombed by the hands of the terrorists. The well-being of ordinary citizens of any run of life were harmed and even killed by the hands of the terrorists. Are you telling me that there are people who are supportive of a group that calls themselves a rightious liberating force of patriots and then has the intent, and carries out these intents to indiscriminately harm and murder those what they are trying to liberate?
As I have stated before, the empire is now providing protection, and has connected local businesses to a reputable and wealthy international trading circle, making the once small local economy into an international market. With the climate, many kinds of unique produce are able to grow there and nowhere else. With the geographic location of the territory, the nation becomes a key trading point as DIMA traders make their way to and from the furthest reaches of DIMA. Business in Wicherton would be booming. The economy would be improving, and the standard of living for many would increase as a result. Wicherton is now safe from foreign attack, as the previous government would have done poorly to defend itself. A simple band of pirates could have done you in.
Furthermore, Burellis twice gave Wicherton the chance to become a puppet state and enjoy almost all of the domestic rights that Wichertians already had, just under Burellian guidance. Wicherton's government refused, and sent its punitive military out to be slaughtered. I don't even see how Wichertians wouldn't be angry at the administration ante bellum. However, to appease locals, memorials were put up to honor those who still fought valiantly for their country. Certain politicians from Wicherton trusted by both the people and by the empire were even asked to aid in the Burellian rule to ensure that Wichertian citizens were not alienated by the new regime. Despite the resistance that Wicherton showed towards Burellis, the region was still granted the status of a "Second Territory." According to the formal definition of a Second Territory...
Territory that is annexed and finds a level of favor though peaceful or neutral relations to the empire. Citizens have the right to vote for representatives within their territory, but cannot vote in the general election. Citizens have all basic rights granted to them, however, a few industries may be under observation by the provisional government.

I'm not saying that there wouldn't be any animosity amongst some citizens who see Burellis as an imperialist oppressor, but so far, Burellis has done far more good than harm, and it is likely that Wichertians, even if discontented, wouldn't go so far as to put up an armed rebellion. Ironically, the terrorists, as you portray them, are turning out to be the real enemies of the safety and well-being of the people you represent.
