E is still interact, R is to open an inventory menu similar to the previous two games for storage devices

Containers have a quick access menu that lets you immediately remove items from it with the scroll wheel and E just by looking at it (e.g. you can look at a filing cabinet, see there's a bottle cap inside, and press E to take it without opening a menu unless you want to)

It interrupts reloading for me. Since transfer is hard coded into the game it is impossible to unbind it off R so I have to disrupt the flow of FPS gameplay for years now to change reloading to something else.

In the previous two games, opening storage containers fell under the 'interact' motion. Your e button standard would control speaking to NPCs, interacting with buttons, and opening containers.
