but thats the only change from very hard afaik

But you can use food to heal yourself unlike in New Vegas' hardcore. I drank a nuka cola quantum which healed 400 health for a decent period of time.

The ones I've found are worse than the Vault suit in every way except ballistic resistance (1 vs 0)

I might've just not had the right materials or armorer perk to improve it enough though, I don't remember

Who was the dude in Bunker Hill who specialized in armor? Always telling me not to "cheap out on armor" and such. He was selling combat armor and I came back to buy it but he had disappeared and was replaced by some cheesy doctor and then by some shaky junkie. Does he travel around the map?

The one I found has 1/5/5 resistances while my insulated Vault suit is 0/10/10, and the BOS uniform doesn't show up on the armor workbench menu so I can't improve it
