This is signing up for a draft card. You're basically giving them your information so when there is a draft, you'll be drafted.

I actually think this is a good idea. Get the entire nation trained for war in case of invasion. Also makes it so the majority of people who join the army aren't losers who couldn't get a job elsewhere or needed a quick shortcut into college.
