It should be banned from flying over government property. But anything else is a 1st ammendment right. However, I will mention that if there is a "clear and present danger", I don't care how much you cling onto the 1st ammendment, you still won't get the right to use it. Other than that, go ahead and fly the CSA flag.

Not really no. Airplanes are an incredibly fundamental part of the economy. The confederate flag isn't. In reality, there's still no point of banning it though.

the south had just lost the war and the reconstruction era was underway
