No, you're looking at the problem backwards. The problem is that cities will be damaged by higher sea levels, which can be solved by sea walls. Higher sea levels are not the problem, they are the cause of the problem.

The thing is, global warming is going to happen whether we like it or not. Even if we cut all emissions entirely today, these problems would still occur for some reason or another. It's easier to deal with a changing environment than it is to try to reverse its change. Just accept the change and adapt.
