military training camps are built in major cities and anyone who is 18 - 20 years of age who is not going into college must train at any of those camps for a minimum of 2 years.
if a citizen is trained there and war breaks out the government may draft them in, give them a few weeks in the military camps to review what they were taught, and they will be sent to war
