This makes sense and is what I suspected...
I'm not sure but I think this may be legal (at least within their host's country); the service they're selling is a printing and shipping service, not art service.
There's a whole ton of print shops and sites that will make prints from you from any image, those aren't illegal. The end result of using wallpart is no different from someone finding an image off google images and handing it to one of these printing services

If you check the source of an image, it
is hosted on their site.
Also, some other things, like the consistently bad English and the fact that the "Return & Refund" badge is pitifully incomplete, made me think the site is a scam...or worse, a phishing site to get your CC number.
The best solution for people trying to make actual money from selling prints of their work work is to only post scaled down images as previews, that way if someone wants a print, they have to buy from you; if you try to take the sized down version it'll look like ass unless they only make a small print
