There's really no excuse for a 19 year old not having a license, bank account and maybe a job depending on their education situation. Hell, I was out on my own by the time I was 19.

those aren't maintenance fees. the first one is an overdraft fee, and a bank would hardly be a bank without those
the second is actually charged by the company that owns the ATM and/or your bank (which is absurd, by the way), and they're just called ATM fees

My excuse? Constant changing addresses and moving around. Hard to get a license or ID or anything when papers keep getting lost during moves. On top of that I have a bad back injury that makes it hard for me to so much as walk. That is why I don't have a job or anything like that. You think I've been sitting on my ass for the hell of it?

Definitions like that are usually institutionally bound. There's not usually a universal definition for something like that.

Conventions aren't binding, and banks don't usually go out of their way to make the meaning of fees accessible to the customers.

can you show me a bank that doesn't call it that? I'm sure it's possible that a bank would use a different name, but I don't think I've ever actually seen it

I'm sure Raven can give you American examples, I can only give you Australian ones.

My banks calls it an insufficient funds fee and the ATM fees overdraft fees, categorized under checking/saving account fees and ATM fees, all categorized under maintenance fees.

My bank says they'll charge me $6/month if I have less than $100 in my checking account. I'm also only allowed to take money out of savings at a maximum of six times per month (not really an issue, but kinda weird...). Plus of course, there's the usual ATM charges if I don't use their ATMs or overdrawing my account.
