Why not? Civilians are almost always the first responders to a crime scene, and if you have civilians who are armed within the immediate vicinity, they are fully capable of killing the gunman before he can do his full intent of damage.

If you shoot a Self Delete bomber whom is running at you screaming with a bomb on their person chances are they would be far enough to explode after their death from a bullet and you would walk away unharmed.

I'm sure people would also walk away unharmed if they wore large signs that read "CAUTION: I HAVE A BOMB" but we know it doesn't always work like that. Similarly we know they don't always start screaming at people and make it obvious they're about to explode.

I say that as they have the French President in the area and they took no precautions to beef up security for this man whom is allegedly the president of france.
