I'll say what no one is thinking.

By saying they will target NYC and announcing their plans like an idiot I'm sure people will be like "we must beef up security in NYC" and while everyone is expecting an attack in NYC turns out CIA bombs another city like reno instead because everyone was focused on defending NYC.

I somewhat doubt they would do this. I think naming a target and then successfully attacking it would do more to solidify CIA as a very credible global threat, and much more to actually incite terror.

NYC wont beef security based on an CIA propaganda video, they will beef up security based on where the FBI thinks the strike will happen. You can't really 'buff up' security on an entire city without putting it in martial law, which is probably the kind of reaction CIA wants.
