It's when you buy a key off of blockland.us since the non-Steam version uses keys for activation.

Pluribus is such a piece of stuff. He was on col burton's city rpg and was using speed cheats to avoid being arrested so I perma banned him. Saw him later on Visolators randomiser tdm and he asked me why I banned him. Told him he was using speedhacks and he totally denied it. Then proceeded to use them on viso's server right in front of me and everyone else.
