no, what you could do though is put new people in who know what they're doing

Is it even possible to pass the bill without the rider tagging along and loving everything up somehow
No. Riders work by writing the contents of another bill into a different bill. So effectively the budget bill includes both the budget, and CISA. The only way to stop it is to kill the entire bill, which won't happen since the budget is extremely important.

It's theoretically possible for it to be killed by Obomo, but chances are he doesn't care enough to actually do it and end up having the government shut down for however long.

i thought he said he'd pass CISA or similar bills a while back anyway

Does this just mean that the government can see the type of research I watch or what?

Everything.
Literally everything. Your bank transactions. What games you buy. All your online conversations. Your browsing history, personal information, anything that you want to keep a secret. And if you try to sidestep this by using tor or things like WhatsApp which uses encryption, then they'll target you even more because in their eyes, encryption is "suspicious.

Are they gonna crack down on piracy too?

I've always noticed how Ipq is always the first one to scream how evil these bills are. Like ya I agree but I wanna know what his history consists of. I'm sure its a TON of research but like just curious

I'm not worried about them looking at my research, not like I look at illegal research

I mean I buy drugs online but even then I'm not worried lol

if I'm gonna be honest, mostly me browsing BLF, imgur, reddit, youtube, etc.
A little slightly odd but nothing illegal pron thrown in there, but not much else. I'm just a guy obsessed with internet security/cryptography. ¯\_(ツ)_/¯

I'm gonna look up the nastiest stuff
dead babies
stuff special interestes
gore special interestes
gay stuff special interestes
furry gay stuff gore special interestes
I'll make them so sick they'll no longer be able to monitor me
they'll have to pick out that one guy in the office to point at and go "hey you should go check on clownfish"
the entire office will moan because they don't want to open my stuffhole
but when they tab in, right there, in their face, is a picture of a fat middle aged man eating stuff out of an elephant carcass

bring it on forgeters

As I said I agree with the views completely. If anything I'm one of the few people on the forum that actually partakes in illegal use of the internet. Besides pirating that I'm sure several forumers have done. But yeah I know they won't be able 2 watch me buy drugs or I would already be caught :D
So while I do oppose this it wouldn't be the end of the world
