i had to actually physically stop myself from playing singed - cappy's post on his unviability in ranked makes me worry that i'll just troll my way to gold and then suddenly realize singed is not actually that great in matchups against teams that know what they're doing

That's nearly true DMG on anyone not building armor.
Singed is borderline underpowered, not quite there, and before everyone brings out the pitchforks, let me explain. His kit is dated, and his w was beta era Riot's idea of how to deal with mobility, which at the time was mostly just move speed buffs (Garen, Teemo, Mundo, etc)
This is a fine idea and Singed tends to do well against speed steroids because yeah, his W is good for dueling faster champs in the top lane.
Mobility has changed a lot since then, though, and Singed W isn't really adequate to deal with the blinks, dashes, and resets that it seems a lot of recent champs have.
The problem Singed has isn't really damage, he does fine with that, and he's moderately tanky because of his ult. The real problem he has is that he can't be a primary engage for teamfights unless he wants to burn both ult and ghost, and even then it's a gamble of whether or not you'll even get onto the carry.
Once Singed gets on the back line, he's a monster, but the tools in his kit that were put there to enable him to deal with heavy kite are obsolete because mobility has changed and he just can't keep up with dashes, blinks, and other things like that. In other words, his w needs to get the "Grounded" debuff that Cassiopeia now has that prevents mobility spells in the aoe.
