Resolutions proposed by the host, Arcon, with intention to settle sea negotiations, are the following:

Additionally, Arcon establishes trade statements for its own territory, offering any nations trade.

The Duma passes the Home Defense Acts. The acts permit the creation of an official Federal Auxilary force. Federal Auxiliary troops are trained as normal soldiers, but rotated to inactivity and trained once a year from then on. They are compensated for their time and efforts, and receive Federal arms.

All current reserves are rewritten as Federalized Militia and are defined as bands of non-professional soldiers with no formal training.

The government to incorporate up to 3 percent of its population into some arm of the military by the year 1828.

In addition to the militias, the Acts set a framework for the usage of maritime privateers.

Vlast's expeditionaries return. The land around the single river to the east of vlast is laid claim to. The Federal Government purchases the land from the surveyors, then turns around and offers it to would be colonists for cheap per acre. Manifest destiny begins.

The executive creates the Continental Colonial Authority to assist in the development of the area.

To keep up with the times, Kyrev colonizes west along its river, towards the lake.

We offer Kyrev and Seris unlimited naval access and free trade across the Great Lake Sea and rivers as long as they can both agree to a neutrality pack with Milhamiah.

Kyrev frowns at the imbalance of trade control and the continuing militarism of Milhamiah. They demand Milhamiah allow them to settle a trade port and checkpoint at the mouth of the river leading into the Great Lake, across the river from Milhamiah, to allow them security over their own trade.

To this end, military barges head west along with supply barges and colonists.

To keep up with the times, Kyrev colonizes west along its river, towards the lake.
Kyrev will agree if this area is ceded and Milhamiah signs an agreement to not expand any further east.

Additionally, Washk will receive a small port area on the south end of the lake, at the tip of the small peninsula.

I would have agreed if Washk did not have a part in this agreement, unfortunately you seem to have some brotherly bond to want to be together and I can see no reason Washk has buisness down in the Jewish lands.

I deny you your lands, but you can still get those fleet rights. Final chance.

10 Light Infantry regiments, 2 Rifles regiments, 10 Line Infantry regiments, (22,000 men) and the 1st WAF Rocket Artillery and a normal Artillery Regiment (1000 men) are mobilized.

Milhamiah retains its iron grip of trade in the region, an unacceptable deal for Kyrev. They will not accept another minute of domination by Milhamiah, one that has existed for more than a thousand years.

The bells of war sound. Kyrev officially declares war upon Milhamiah, calling its allies Seris and Washk to join.

The military convoy that had arrived at the land in the southwest disembarks and secures the newly settled area. Across Kyrev, the full military is mobilized as per von Moltke's reforms. They head west.

The Serisian Military mobilizes the Adenbell Regiment and Ranger Regiment, as well as the militia. Defenses are set up around Seris's major cities and towns in the East.

The Fourth fleet immediately sets up a blockade at the mouth of the river leading into the ocean. 1,000 Serisian rangers and 4,000 Regular Serisian troops land at the mouth of the river and set up a fort.
