um, i mean, if its relevant and the entire contents of a post haven't been discussed by anyone. if one post is about war, and the other is about sheep, you shouldn't really combine them unless you think of the same things at the same time.
eg.
Angland invades Scotia in order to form a union.

you can do any amount of declarations per year.
i mean, this covers any forum post, too, really. if you need to add more to a current subject, then edit. if you need to continue something, then make another post.
