Also, you can totally ignore the Foundation if you're willing to take the embargoes.

An alliance generally involves the use of military action.

I suppose you can think of it as an alliance if you'd like, but that is not its spirit nor its purpose, which is to prevent war of any kind. The only reason protection via embargo doesn't apply to non-Foundation members is to encourage people to join; unless someone is banned via a vote, anyone may join.

The Federal Serisian Navy plans on decommissioning the Fourth Fleet's flagship, Liberty Bell, a 108-gun ship of the line that has served the navy well.
The Abreska will become the flagship of the Fourth Fleet in order to replace the Liberty Bell.

The following ships are ordered for the navy:
5x Caliburn-Class Cruiser/SOTL
4x Frigate
10x Transport Ships

Plans are being made to completely phase out the Paladin-Class ships in favor of faster, long-endurance vessels such as the Caliburn and the Abreska by 1835. The Caliburn-Class is technically less expensive to maintain and construct, while boasting better versatility.

The Conservatian war industry finds itself developing. Through trial and error, a successful design for a new, modernized 20 barrel volley gun is created using higher caliber rounds and designed primarily for defense platforms. Designed by military engineer Xun Hian of Tell Kancioubar, it was displayed firing into a crowd of forty criminals sentenced to death clad in breastplate and killing a lot, and downing many others, with just below a dozen left standing. It is anticipated to be used in the defense of sieges, as well as for guerrilla warfare, until a suitable replacement arises. Production of the weapon has begun, and within the next three years most fortifications within Conservatia are assumed to have at least one on-site. The weapon is named the Hian Gun, after it's creator, and is not available for trade.
