König Öln begins a journey across the countryside, with an envoy of advisors and Kavalleri. His goal is to personally inspect the lands and see up close exactly what needs the most work. His first destination is to be Sonodine. He's chosen to skip the frontier due to the fact that he's well aware of its current condition, having been the founder of its capital, Frisfören.
He travels gracefully, rather than efficiently, so that he does not accidentally elude messangers from the mountain home.1

A humble diplomat finds himself within the walls of an Arconian court. He is present to discuss the prospects of limited trade involving ore for grain.2
1.  The König finds first and foremost that the lands are difficult to maneuver.  Although the nation was just riddled with a civil war, and supply routes were damaged or destroyed to undermine the enemy, many roads in the vast empire are not fit for good cart travel, and many roads that are are often full of bandits that lurk about the mountain paths, having discovered this from two unfortunate, but failed raids attempted on his caravan.  The towns, as a result of this, are often disconnected from one another, especially in the rimlands.  As far as advanced transportation, networks are extremely limited.  The frontier is by far the least connected region.

Water is poorly distributed to many citizens in the heartland and high areas of the rimlands.  While in some cases, the water is scarce, in other cases, wealthy merchants or the nobility are hoarding water and requiring steep payments on the commoners in order to receive scant rations, while some water hoarders have swimming pools.

Sonodine has improved substantially since the war, and is showing promise of a decent harvest this year, as it has gradually improved since restoration and the "years of starving", as the locals call it.  Many people are still angry about the war, which had reduced Sonodine to a seventh of what it once was.  Those that carry on are proud of their homeland, and will continue to live there no matter what.  Some Sonodites have even been rumored to have returned from Arcon.

Cities in Sunyong, devastated by war, although reparations have been done, are still in need of improvement.  The König's advisors advise the König to depart, however, before he gets a good inspection, as widespread disease has sprung up as well as  nationalist organization, which has grown in popularity in the last few years.  Öln notices that the sanitation system is abhorrent and that people are living in rubble in some parts of the cities.  The countryside, which seems to have been relatively untouched, is producing food as normal.

2.  The Arconian court happily allows him to experience the extent of Arconian hospitality, all while speaking of business.  Arcon will be happy to do just about any trade with its neighbor and would like to start as soon as possible.  We also suggest that railways be expedited, as there is only so much that can travel up the river.  Merchants that have travelled to Romek have noted that travel through the mountains is rough.  Arconian companies would be happy to sell Romek dynamite for blasting mountain paths.

The coming and going seasons see little change in Parliament, where battle lines are drawn in the sand and often redrawn at a whim. Perhaps, on one hand, that's a good thing - while the bickering has impeded any progress it has also not led to any open conflicts. Under the waning desert sun, however, one can discern with effort that the end draws near.

The battle lines are actually drawn now.

Brown represents the Loyalists, who have control over the cities of Königsberg and Dömitz and most of the heartland. Teal represents the Industrialists, who control Bärnau as well as the critical supply of iron from the north. Burgundy represents the Colonists, who have control of Rhens as well as the frontier and everything beyond. Dirty green represents the Nationalists, who control Bresden and Trier as well as a good portion of the military who have flocked to their region. The dark grey represents in the Independents, who are either unaligned or argue for other causes.

Because you just armed yourself with weapons that are somewhat outdated.  That's all.  You're at the upper part of two stars, but not quite three.



Arconian military officials begin working with the Serisian naval representatives, and find, as a result of good examination, that a good amount of the Arconian fleet is outdated.  Although this is a prosperous time for the nation, and a time of peace, Arcon diverts some of its funding to the military, mostly the navy.  A generous, though not excessive budget is laid out for reforming the navy, and Seris is given the green light in the matter of reform.

With the completion and successful test of the Arco-Conservatian rifle, Arcon gives the green light to allow manufacturers to continue production, though with the new specifications.  After 20,000 units are produced in Arcon for Arconian training services, production will be made for the Baytiyyad Caliphate.  Lord Lespérance travels to the caliphate in order to negotiate a change in the contract, specifically for lowering the contracted charges imposed under the contract by the caliphate for Arcon to produce rifles domestically, since the specifications that allowed the rifle to work were of Arconian make.

Arcon also would like to request a list of nations that is permitted to buy the rifle.

Arcon reaches out to New Romekate and would like to establish formal trades, specifically for Romek's iron, granite, marble and coal in exchange for coffees, teas, wheat, barley, millet, olives, dates and lentils.  Arcon would also like to sample the obsidian mined from Mt. Koganmordad.  In addition, a primary railroad is proposed to go from Sounotte to Sonodine City, Shasta, and eventually end up in Collineville.  Other lines will be extended from and connected to it, but this is the beginning proposition that Arcon would like to explore, should Romekate be willing.

The New Romekate army is mobilized for the first time, however not in a large scale manner. The goal is to crack down on crime in the frontier while better methods of transport are worked on thanks to Arconian and Serisian efforts.

Privately owned water supplies are to be partially allocated to those living in poverty if they pass a threshold wherein they can be replenished 4.5x faster than the owner(s) can consume it. Unless there are two owners, in which case the multiplier is 3.5x. Three or more owners have a multiplier of 2.5x.

This means that a man and woman can own a water supply capable of keeping 7 people hydrated, for example, before having to give their dehydrated neighbours subsidies. Alternatively, they can pay a tax that exponentially increases based off of how much water they have beyond the legal limit.
Anyone found to be merging their water supplies without considering it a single water supply in order to reduce the multiplier are heavily fined and 3/4 of the water supply is confiscated and divided amongst the poor.

Note that the multiplier, as stated before, is based off of replenishment rates - if a man saves enough water, he can have 23,357,801,506 litres of water. If he manages to prevent its evaporation, contamination or theft that is. And lives long enough to save it up.



Those currently violating the new laws are given a week to downscale their supplies before action is taken against them.
Those who are found to be blobbing a water supply up by saying a group of peasants have access to it, for example, while not actually allowing their access are arrested and put on trial.
Peasants are encouraged to report if they've been forced into one of these "agreements".

The IAMLF is a non-partisan foundation that handles nation-to-nation contracts for armed merchant licensure.  Though it is founded and operated by an office in Arcon, it is by no means partisan on behalf of Arcon or any other power.  It merely exists as an internationally-recognized body to contain and process contracts throughout the region.  Its goals are to provide international recognition that nations establish the right to arm their merchants, both for overland and maritime travel.

There is no formal membership to be involved with contracting.  All nations are eligible, including vassals and protectorates.

The IAMLF also establishes the following:
  • Contracts must define:
    • All constituents of contracts must mutually agree with each other.  Ex:  If Alphaland and Betaland establish a contract, Alphaland and Betaland must agree, but Deltaland is not required to establish the contract.
    • Both nations establish an agreement on what constitutes a limit for "reasonable protection for shipments".
    • When merchants that adhere to arm themselves with equal or lesser force than under the reasonable protection agreement, they are not recognized as militant forces.
  • LAMs (Licensed Armed Merchants) must fly their nation's flag as well as the IAMLF banner.
  • The IAMLF is not responsible for any conflicts caused between LAMs.  The contract-bearing parties are fully liable for any contract breaches.
  • LAMs not flying proper flags cannot hold the IAMLF liable for any damages caused by any entity.  Parties illegally flying the IAMLF banner cannot hold the IAMLF liable for damages, and must have the banner confiscated and can suffer any prosecution as defined by contract-bearing nations.  LAMs which travel outside of defined protected zones can be subject to prosecution.
  • The IAMLF, as a contract-recognition party, does not hold rights to distribute licensure.  Contracts define licensure terms, and are held between constituent parties.  The IAMLF exists to help guarantee proper identification of LAMs.
  • LAMs converted to militant forces, regardless of licensure and contracting status held between two nations shall forfeit their license, as such action is defined as improper use of licensure.

Overland Defense:  Merchants are permitted to carry a maximum of 20 handheld firearms within their party.  Carrying these cargoes at greater or equal to 35% of their cargo is required to define these parties as high-value.  Lethal handheld and/or man-deployed explosive devices are not permitted.  Military cavalry escorts are permitted as long as the cavalry belongs to the nation in which the merchant is currently traveling.

1.  Arconian trading steamships begin to travel up the Auligne river in much more plentiful numbers, bringing with them a lot of grain, legumes, dates, bananas, and other crops that help to either feed the Romekate populace.  Other luxurious crops are shipped upriver such as coffee, cacao, and silks.  Dynamite, clays, and other mortar are also rarely brought upriver for Romekate construction and mining efforts.  As they travel downriver, they are laden with iron, coal, stone, and gold.  After some gold-laden ships are being attacked by pirates in the Sonodine area, Arcon requests either better protection along the river or requests that its merchants be permitted to apply for co-licensesure by both nations to be armed merchants on the Auligne river from Côte Verte to the end of its navigable reaches.  Arcon also encourages that this licensure contract to be listed on the IAMLF listings.

2.  The measures taken begin to eradicate criminals and make roads safer to travel.  Trade between cities increases.
