Police attempt to clear the crowd, but by the time they are able to reach the man he is unconscious.  One policeman attempts to perform cpr while another finds a physician, but there is little to be done.  When the physician arrives, he believes it to be too late for the man, but continues to try to save the man by whatever means he can, and to ease his suffering when the outcome becomes inevitable.

Since neither Arcon nor the Caliphate seemed interested in building on Avalonia's development of a repeater rifle, work to improve it goes on unaided by foreign expertise.
Sorry, I missed the thing about the rifle.  Arcon would gladly help.  Arcon suggests Sonodine City as a center for development, since it is an accessible midpoint between all participating parties.

Arcon also asks for the right to produce the seige guns that Romekate and Arcon made jointly.

Arcon lowers the heightened tariffs imposed on Anglond, with intention to lift them once their economy recovers.  A slightly heightened cotton tariff will be continued to protect the domestic cotton industry.

Not the revolver rifle.  This is similar to the Jennings Magazine Rifle, although the Avalonian version uses pinfire cartridges and uses a fairly unsophisticated bolt action.  It's, as I said when I first mentioned its development, a bit of a camel, which is why Avalonia was looking to partner with another nation that already has pretty good rifles - to make a better one, particularly something that doesn't use pinfire cartridges.

Arcon and Romekate are welcome to jump in on development.

The Anglish military is to have its generals and admirals fully integrated within the Romekate military, and many officer positions are to be occupied by Romekati junkers. However, the Anglish admiralty will serve to increase Anglish influence realm-wide as Romekate lacks a proper navy. Furthermore, the Anglish military itself remains under the sovereign hold of Anglond but it is shadowed by Romekate suzerainty. Any armed conflict headed by Anglond or major strategic move can be vetoed by New Romekate, and any armed conflict headed by New Romekate must be supported by Anglond to its full extent. Besides these two decrees, assuming Romekate approves, Anglond still acts without any absolute limitation with its military.

Students attending any of these schools would be allowed to travel between the schools and have access to resources at all schools within the network.

The Anglish mint is to cease production of Anglish currency and is to begin production of Rommarks alone. However, Anglish currency in circulation is to remain valid realm-wide thanks to Anglish efforts at equalizing the value.
