No.  There isn't any provision in the OP about it, especially not stuff like this:

For obvious reasons I would need a good hardy group of people to help make these guns.

Following the Liberation of Regnee, Avalonian forces consolidate their position, rebuilding that which was destroyed and reestablishing lines of communication and supply.  Avalonian militias can only be so effective in liberating a land that is not their own, and so great emphasis is put on training local militias and consolidating loyal Arconian military personnel under the command of the most capable, be they Avalonian regulars or loyalists from the Arconian armies.  As Avalonian militias begin to take more of a back seat role, Avalonian regulars and special forces step up their role in liberating Arcon, continuing to soften targets by disrupting communications and logistics, hunting down PNP scouts and spies and obtaining information to aid in the next push, and improving morale where possible among loyalists, while demoralizing those sympathetic to the PNP.  This alone will not liberate Aron, that will ultimately have to be accomplished by the Arconians themselves (with whatever support Avalonia can give).

The Avalonian navy breaks into three fleets, one to guard Wienburg, one to guard the Avalonian coast, and one, aided by privateers, to actively disrupt any shipping by the obviously pro-PNP.  The navy begins looking into improving ship design and whatnot.

Vlast offers land grants to prospective Mulberry growers to kickstart a silk industry.

The Councillery creates a leader position in the Council, and the Council elects a leader to fill it.
The people are allowed to vote for this leader, and can also impeach him if they find him unsatisfactory. In addition, the Councillery are also allowed to run and impeach these leaders, although it must be a majority win to impeach.
