Have been trying to tackle something that would help in this respect HERE. Paired with the Avatar Lock server script, this could be what you are looking for.

So Trigun's script actually managed to restrict everything but colors, faces and decals.

If you feel like you can figure out how to restrict colors, faces and decals I'll give you the script to work on.
