The sky can change colors depending on other variables, but it is most consistently blue. Out of all the colors you can rely on the sky being, it's blue.

Consistency doesn't mean constant, these are two different words with two different meanings.

And yes, the sky is constantly technically blue when it should be, it's just not always visible. Where the heck do you think the sun goes when it's cloudy?
