without this insurance people would just dramatically quit their fossil fuel jobs and try to get a “clean” job before there are enough jobs and systems in place to support them

Sounds like bullstuff to cover for the last part. Justify insane tax hikes with the "We're saving the earth, and if you don't like it you must hate the earth, monster!". Then proceed to pay the thousands of millions of people who will mooch off of the government for "unwilling to work" payment.
