The law suspends immigration of all refugees from the seven Muslim-majority countries, but to “prioritize refugee claims” by members of a “minority religion” in each of those countries. This effectively means explicitly deprioritizing Muslim refugees in those countries, which is in violation of the 1st Amendment's right to freedom of religion, along with the Equal Protection Clause of the 14th Amendment, singling out individuals for their religion and nationality.

Are Syrian citizens living in Syria under US jurisdiction? If they are in the US, legally or not, they get protection, however if they are outside of the US, they get none of our rights.
