Nuclear weapons of mass destruction are all stored in military storage facilities. We call them arsenals.
Weapons are never ever produced at a military base, they are typically produced off-side by actual workers and transported to the military base.
Attacking the base is one thing, attacking the factory/facility is completely different. An assault on a military base wouldn't be a human rights violation as much as it would be a declaration of full-scale war

Which I agree probably sounded incorrect out of context, but in context, I'm still talking about military assets here. There are no facilities where civilians have access to nukes. There are facilities where civilians design, research and maybe build parts for nuclear weapons but they are assembled on-site and do not leave that site, and the people on that site are not civilians
