assuming the wall is patterned off of the one in the West Bank, the wall will extend underground to deter tunneling and there will be seismograms along the length of the wall which would detect any digging very quickly and raise an alert.

I think it would be good to strategically strike every one of their missile facilities if possible, particularly their nuclear missile facilities and the artillery currently aimed at Seoul.  Then just surround the country and wait for them to react.  Basically destroy their only bargaining chip in the conflict and wait for a reaction.
