It could be belowground nuclear testing, which is legal in the eyes of the UN and its nuclear testing treaties (though i think this applies to US and Russia only)

It does not make sense for them to switch it up like that. If NK was going to retain plausible deniability of developing a nuke by detonating it below ground, they would have done that from the start. Not to mention not bragging about it in state media. They need everyone, their people especially to think they have such power. If there was confirmation NK didn't have weaponized nuclear capability, other world powers, such as Russia, SK, the US or China would have made their move ages ago.

I found this one post where someone made a good point that North Korea is concerned that the US will invade them if they don't have nukes (and they should be).

The US has been provoking North Korea with those drills. They aren't just doing defensive drills they are doing assault drills too. If you were a leader of a small country you'd be nervous of it too.
