you still win paperbags / party hats when winning matches / tournaments, but you don't win random hats at the end of tournaments now. you have to purchase them using paper bags / party hats or wait for a rare drop.
to purchase a party hat, you need 10 paper bags. use the command /buyParty or /buyPartyHat to purchase a party hat
if you have 3 party hats, you can purchase a random hat. use the command /buyHat for that

first, they were made to adjust accuracy per rocket, first one being near accurate, second being okay, third being way off most of the time. This turned it from a god to a mid range annoyance machine.
Then they had their knockback adjusted, so all you really needed to do was just do more damage than them. But they were fine for the most part.
Then they had their damage reduced have fun shooting lemons
