It's probably clientCmdSetBuildingDisabled(false);l, during FortWars I had to prevent people from doing this when they were in combat mode

But I mean, it seemed like he was building on other peoples bricks. If you look at the picture, there's bricks on top of other peoples bricks, which he more than probably didn't have trust with.
