if you mean on the tool, double click the file, should be there
if you're doing it on steam itself you're doing it wrong, download the tool on the site

toss it in your steam skins folder (not skin customizer tool), swap to it, done and done

I used to have that, it was pretty good, but Valve was still in the middle of adding and changing the steam UI around so the skin would occasionally break

I was also never fond of how much of a cluster the top right is
