You have to put really heavy restrictive controls on a city rpg otherwise it will be complete chaos.
I already have a lot of restrictions on my mod already, events are a big thing in the restriction. The mod already prevents everyone but super admins to spawn items, music, and vehicles. I don't see a problem with people spawning emitters and lights, so it'll just cost money to select one. I might consider restricting raycasting/collision/rendering but I don't know if that's a good idea; we'll see what happens.
Well first of all you have to disable wrench events for non admins.
Why? I already have my own restricted event system. I'm also careful at enabling events because it's pretty obvious some are easily abusable.
Certain bricks need to be restricted to prevent abuse.
Such as? There are tons of bricks. I know modter and cubes are on the list.
Also why are we letting people make their own house? Why not build a house but have it empty on the inside and leave the empty space big enough for a 16x16 or bigger lot space.
We have that prop brick tool now. We could make a bunch of furniture, turn it into a prop and then let people use that to make furniture instead. You can even make it so you have to buy the props with points.
1. Because who likes to have a neighborhood with the same homes? I could create a couple home sets but I would need some quality builders, but this would be optional for people who can't build good.
2. If I was a quality builder I would have presets for building, but I can't build. I don't have any money, so I'm not paying anyone to build. Sucks for me. I will most likely dodge the prop tool, but I'll make something related to it.
