to be fair, its not like theyre going to just announce that they caught someone

it's fine until the wrong person uses that ability. once you've let govt poke at your rights a bit, it's generally hard to reverse that decision. we should not set the precedent that government is allowed to monitor network traffic or the contents of any privately owned devices, because that means the government could essentially claim a right to all digital information, on their terms, at their convenience, and that is not something you want to happen.

Because the NSA recently enacted a bill that requires all technology, including cellphones, computers, televisions, etc. to be fitted with their special tracking chip that gathers GPS information and records audio 24/7 before being supplied to retailers.

What is this perfectly just fantasy NSA that you're imagining? If Edward Snowden hadn't thrown his entire life away to tell the American people, we wouldn't even know that these programs existed. What incentive is there for the NSA to police its own employees?

The problem is that the stupidest stuff ever can be twisted in such a way to absolutely destroy a person.

For example, outing a politician or a holder of public office as homoloveual (whether true or not) by "leaking" gathered online conversations can absolutely destroy their chances of being elected to a public office. Gathered information does not have to be illegal in order to harm a person or entity.

Fun fact, the FBI tried to do this to MLK by blackmailing him with private information of his infidelities. It didn't work, thankfully.
