backwards ideologies will always be a threat to worldwide stability. a terrorist group that holds a large swath of land and a terrorist group stuck as a covert group are two very different things in terms of their threat.

here is my fix the middle east plan:

kill erdogan and let the secularist turks gain power

help the kurds form a secular kurdistan

rebuild iraq and occupy it long enough for it to become a stable nation (this can work when you don't pull out halfway through, see japan)

help rebels form a secular syria

There will always be collateral damage in a war, but we have plenty of tactics that are designed to minimize collateral damage.
