No, that's a cloud layer, not a skybox.

So then why couldn't a cloud layer be added, wouldn't it be the same thing in that case? Or just do what Rkynick said....

Because clouds don't affect the entire skybox, they just shove a great wad of .png in the skybox.

I know there is a light that swithches to morning to dark but the sky does not move

It would look cheesy and dumb if you didn't sync a moving skybox with it.
