Like lets say the state of Cali has 10 electoral votes for Republican, and 45 for Democrats, Democrats only get 45, and not the entire 55 pot.

as long as there are more than 2 parties it will never be split 50-50

if the numbers fit awkwardly, round down for the 2 highest % parties and give the 1 extra electoral vote to the third party
