I don't know if it's government enforced but the two airlines I travel on, those being West Jet and Air Canada, require all electronic devices to be off for the duration of the flight unless they have some sort of airplane mode.

To me it sounds just like America's FAA policy of "let the airline decide the rules", but I don't know Canada's specific legal situation so I can't give exacts. Australia's QANTAS and Jetstar do the same thing (although they never actually check so what's the bother).

The one time I actually had my phone on during the flight they gave me stuff for it so I have no clue. It was pretty obvious that I was texting though.
