60fps vs 30fps comparison video, it doesn't prove the game plays better, it just shows it looking slightly more smooth. When in gameplay, playing a game at 60fps is the exact same as playing it in 30fps, the only difference is the slight smoothness in looks, not gameplay. Plus Zelda isn't a shooter, it's a puzzle adventure game, it doesn't really need 60fps in the first place. Plus if Nintendo decided to push the console to those extremes, it'd drastically lower battery life. So, they decided to cut the fps in order to save battery life. 
Again, this is a Nintendo 
console made and optimized to be portable. Nintendo isn't known for being high-precision ultra high detail 60fps gaming, that and it being a portable console solidifies that fact. Let me say it again, you're expecting a solid 60fps from a 
portable console.
