so for some reason, steam will only download like 10 megabytes of updates then drop to 0 mb/s then never goes back up again. my download location is set to the location closest to me.

anyone had this problem and fixed it?

Have you cleared your download cache?  That sometimes causes this issue.

that made it work for like 15 seconds then dropped back down. disk usage keeps fluctuating even though there's 0 mb/s

it'll work for like 30 seconds when i restart steam, but will stop

apparently i can't open a ticket with steam? there's nothing on the steam support part of the site that allows me to create a ticket. they want me to select a game and find a problem with it, however a game isn't the problem.

I've only had my download rates drop to 0 when it's done downloading, but then needs time to install the updates

What game is it updating/downloading? I know when I'm updating Payday 2 it'll download for a bit, then take a long time to decompress and write to the disk, then start downloading again.

something somewhere else. I have trouble with my closest download location and setting it to a state over fixed everything.

Does it never go back up even if you wait for a while? Do you have a slow disk? If none of the download cache or location suggestions are working, make sure Steam isn't just using the disk and waiting for that to be done.
