Speech system or Indicative system?

Way back when, a mod was released that added a server-sided ability to give verbal commands to players, such as telling players when and enemy was spotted, or if they needed medical attention; similar to the speech and radio systems of Team Fortress 2 and Counter-Strike respectively.

The add-on was considered obsolete due to audio problems, but I want the mod itself to see if I could try my hand at it.

Does anyone have the actual thread or at least a copy of the mod?

From what I remember, the mod had audio issues with even being able to hear players use the verbal commands. I'm not to sure, because I don't remember the name of the actual mod.
