No valuable ISP would do this unless they wanna lose customers. Walmart can charge you more money disguised as a fee because it is also in Sam's Club or Walmart doesn't like the brand but do they do that? Steam could take out it's percentage taken and just add it to the game cost. Do they do that? PayPal could take a monthly fee from your balance and money sources, but do they do that? Why would ISPs who preserve themselves want to lose customers and drive them to one that doesn't abuse the absence of net neutrality?

They would weigh up the cost vs benefit either way, and depending on the market it could still be more profitable for them to do so even if they lost customers.

It pretty much comes down to competition. If they have a local monopoly or if the industry moves to implement the changes as one, it'll likely be worth it for them.

Ever heard of

ATT had to be split up into what is now Verizon, ATT Inc. and  CenturyLink due to being a monopoly and Microsoft lost it's case and profits because of being a monopoly. Any ISP doing this stuff won't last long if a smaller ISP not abusing net neutrality sues them, as the entire god damn jury will vote Yes to splitting them.
