Jokes aside you don't actually have to pre-order the game to get plant for free. It's an early adopter bonus that's given as long as you get the game before February.

That would potentially give people an advantage if the Piranha Plant ends up being a good fighter, he's probably able to be unlocked like the other fighters, but pre-ordering just gets him earlier
