no, but in fairness it is technically a general spending bill that was convenient to tack relief onto, and not a bill specifically for covid relief. so like, it's still horsestuff but at least it's the normal old horsestuff

i think us presidents have a rich history of making questionable pardons as they leave office. the pardon power really is a wild thing we just randomly decided to borrow from british monarchy. they just put it in like "yup, theres no way this could be abused"
