What about land pirates in giant tanks?

Pirates were mainly ocean going raiders and usually only set anchor by land for supplies and occasional womanizing. Otherwise, at the time, it was nearly impossible to capture anyone at sea in that era, hense, perfect place to do illegal activity. Since most of the sea was neutral and not really under any one jurisdiction and all that crap, makes it difficult to claim for one country. :D
