It's a background downloader. You download some now, and then some more later.

But yes, it's for the Cata patch.

Does anybody know if people will always be able to run the Gnome/Troll area rescue missions after the expansion, or will it be a limited time thing? I need to know if I should reactivate my account and get some playing done.

It's limited. It's the first part of the launch event. I personally say give it another 2 or so weeks before the patch comes to live. Another month or so before the expansion.

Augh, I want to get into the Beta. Sure, I want to play Cataclysm a little early, but I mostly want to get in because I won't have to deal with the stress of the crowded servers and lag once the official release date is here and I'm trying to see all of the new content. :(
